typically someone who turns you on is someone you trust and, typically (but not in all cases), you are more relaxed with someone you trust and more willing to let that person touch you and so more likely to be tickled. There are no doubt others for whom the prospect of being tickled by a stranger may tickle more (and it may turn them on). Some people I've tickled are actually less tickle ticklish when turned on though they are certainly more sensitive to touch but in a sexual way, not a ticklish way.
