They are not enabled on these forums. It's a board setting, and not a User CP setting. That's why all the attachments are in text link format. :)

I found a work around for this.

You can't use image maps, but you can "nest" tags.
My signature uses nested tags - and it works under IE and Mozilla.

This way you can re-create your "split" banner with some fiddling. Not perfect, but should do.
