As I said, touching a stranger is not a good idea, because it is illegal but most ladies don't take it too seriously. Today I walked past this woman and tickled the ball of her foot and said "tickle tickle" and all she did was crack up laughing. She did not even pull her foot it.

I wouldn't do it even if you did. I can't count how many female coworkers I knew in my younger days who acted all friendly and smiley but were in actuality complaining about me behind my back at every turn. You won't know there's a problem until HR calls you into the office to confront you or you're cornered by several of her male coworkers/friends/boyfriends and told to keep your hands to yourself, or else. And by then, you're fucked. So, no. Don't do it.
