Your best bet is to check the UK Personals subforum (admittedly it can be a bit of a long shot but anything's worth a try). Alternatively, if you're anywhere near Birmingham, I'm holding a munch (vanilla pub meeting) on the 22nd of May in conjunction with the Birmingham Bizarre Bazaar (one of the biggest fetish markets in Europe); it's a great way of meeting others who are into tickling, although it's no guarantee of any tickling happening.
