So I can drum up quite a list, but maybe I'll stick to some high points:

Many of the Xmen Universe, folks like kitty pryde, Jubilee, Storm, Jean Grey, Mystique...

Avengers same sitch: Captain Marvel (I mean cmon barefoot soles up in alien captivity? It was right there Disney), Sif, Pepper Potts...

Bookwise:
Feyre from ACOTAR (the seen with the two wraiths and the ticklish paintbrushes sent my imagination soaring hehe Nesta (clearly in need of an attitude adjustment lol), Mor for sureeeeeee

From Stormlight Archive Shallan (she already has such a playful tickling coded personality, Jasnah too (so prim and serious and seemingly unrufflable (a ticklish secret hidden underneath her stoic logical exterior?)..

From other Cosmere novels Vin deffo needs tickled! So sassy and always allomancing barefoot around the joint???

From other media: Alice Cullen from twilight, Pearl from Stephen Universe...

I could legit go on and on and the list is already pretty long haha so I've leave it there for now, unless an absolute "must add" occurs ;p

I agree with a lot of this list Yeti that's for sure, others I can think of:

April O'Neil (come on.. be honest I know a lot of you are thinking about this one already)

from MTG universe: Liliana (of the veil) to name just a few of her titles, she is a mean female so to put her in her ticklish place is she was ticklish would be fun

Anime: So many.. but lets just go with Mai from Yugioh, can imagine she would be a very tough chick, so if she was ticklish that could be fun

I mean.. I could think of so many more, but I would say that's some of my top 10 for sure ^^

I think Wednesday Addams would be an interesting partner.
You could tickle her into submission, and because she is well educated in torture techniques already; you could make her your accomplice in future tickling sessions and she would likely analyze, and meticulously record l every aspect of a persons sensitivities, and hard laughter triggers.

Then again; perhaps she would be able to use your own desires for tickle play as a way to reverse engineer your full intentions, and manipulate you into being her kinky subject.

It could go either way.🤣

I would have loved to see Temperance Brennan tickled on "Bones." Not just because Emily Deschanel is very beautiful, but also because the character she plays is so serious and such a control freak, that it would have been wonderful to see her lose control while tickled into hysterics.
