That looks like a little garden rake that the girl is using to tickle those bare, helpless stocked feet in front of her and I think it would hurt to have your feet tickled in that manner. If I had those pretty feet at my mercy I would use my fingers to tickle both of them at the same time and I might run a hemostat lightly up and down her soles from her heels to her toes if she was really ticklish just to see if I could wrinkle her soles and curl her toes.
