It's from a photo set that was in an early 90's tickling magazine. Not sure of the exact issue or title, but it was a photo set for sure.

if I'm not mistaken it is from one of the Tied and Tickled series. I used to have it but have no Idea what happened to my mags

😎 Thanks u guys. I was hoping that it was from a vid. I'm not to keen on the fake feather duster tickling, but was hoping for some pictures from this set that were more real.
