Definitely weird, creepy behavior on the part of the mom. I agree with the people who gave the advice to stay away. Maybe the mom has some sort of sexual attraction to her, or maybe she always wanted a second daughter and is taking that desire a bit far. Either way, her behavior is making the girl uncomfortable and she shouldn't put up with being touched when she doesn't want to be.

This yahoo answers post almost seems like a cry for attention. Obviously she needs to distance herself from that person, and if she can't figure that out on her own, she doesn't seem too bright.
