In the first clip you can clearly see him do it and in the picture he did it enough times that she made it the whole caption of her post.
Our Dwarven friend has his ways to make girls smile for pictures.
Both girls are also somewhat famous cosplayers/streamers so it isn't just randoms.

A friend of mine is into cosplaying and attends conventions fairly regularly.
She also met John Rhys Davies and I asked what he was like. She said he was genuinely lovely and also added that he tickled her for their photo which is why it looks like she’s maniacally laughing in it.
She’s possibly the most ticklish person I’ve ever met so it wouldn’t have taken much to get her laughing but it sounds like it’s a regular move for him for getting photos taken.
