Actually it isn't. Do you feel comfortable when you are in a library and you have a security camera on you? How do you kow that the people at the places where the camera feed ends up on a screen aren't fapping off? And also you have to wonder, is the person who is doing this masturbating? Because you could indeed be totally off the point in that sense.

Also, a public restroom isn't public either, because it is the private property of the individuals who own the property on which it is on. Names can be decieving.

It is not deviating, because firstly the idea that it is creepy is based on individual perception. If you didn't thik it was creepoy, then it would not be. If you don't mnd my asking, did you consider any of this from the perspectives from the other points of view besides the girl who was freaked out, or your own? I'll have you know that many people do NOT find this to be creepy. Unusual perhaps, but foot fetishism is unusual anyway.
