No, it doesn't make you laugh. It gives you a buzz that I can only describe as "snow on a television".

When I was 12, before I got braces, they decided I had too many teeth in a small mouth and they had to pull some. I started freaking out about the needle for the anesthetic. The oral surgeon was my friend Nicole's dad and he told me that he'd give me some gas to help me mellow. He put the strap over my head and the mask over my mouth. He said, "In a minute you'll see why they call it laughing gas." Before I knew it, I was busting up. It was very bizarre, you're laughing and you don't know why. I remember the doc standing over me and saying "See?" I nodded and giggled. He had me count back from 10. I made it to about 8 before the lights went out.
