To answer your question in regards to the example given, no not to that extent.
And now for me to elaborate...
In vanilla land, yes I would occasionally or semi frequently in a playful manner briefly tickle a friend/co-worker. Sometimes with certain people I would blatantly tickle them for a little bit longer with much squirming. It was always done in a non-sexual playful manner and playful teasing. What can I say, some people have extremely amusing reactions to certain stimuli. And a couple of these "certain" people would also get playfully tickled by others. No one was screaming or throwing punches and the overall atmosphere has light hearted. Also, the way I am the occasional quick tickle from a poke or a squeeze of the side was not out of the ordinary or perceived as "creepy." In fact with a few of them we would exchange surprise "pokes" with each other. Oh, and I was familiar with everyone involved to some extent, so no one was ever a stranger.
As for kink land. I have done scenes were I was topping another person and I may unintentionally tickle or purposely test them. Most were ok with it or enjoyed it on some level, but occasionally there would be someone who hates it and I would do my best to not tickle them from then on. Some times this can be hard if you are being gentle. Typically if someone hates to be tickled they would mention it before hand due to the overall nature of the scene, but there have been times when it was not mentioned before the scene started. Eventually, I learned that I would have to warn them before we played and that if someone hates being tickled I should not play with them. Even if I had no intention of tickling them at all, it can happen. And bondage in some form may or may not have been involved.
