If it turns out to be very difficult, I agree that money can resolve the issue... Here is a way to do that assuming money solves it:
Do a tickle test video where she is not tied up and test both feet and upperbody ticklishness, she should be ok with that. Post the clip here and anyone that likes to see her tied and tickled can pre-pay for one clip (make it not too expensive). One way to get the money is to ask people to buy the tickle test clip for an increased price and then that will cover the cost of one "tied and tickled" clip to be produced later. If you do tied and tickled clip later, make sure to have at least one dedicated to feet and one dedicated to upperbody.

Well you are negotiating so she hasn't ruled it out altogether.

Now if I was a producer discussing a shoot with a hot/ticklish/nervous female friend, I would want to put her at ease as much as possible.

Perhaps start with an audition clip and no bondage. Perhaps have another female in the room who gets tickled first so she can see what it's like and feels more comfortable.

If she likes it and has a go - great! If not, don't lose your friend over it.
