If the hair was a little shorter, and the breasts a bit bigger, it would have been me in that pic! That is actually Kelly Thomas - a model who has appeared in tickle videos in the past and I believe a true ticklee ( I mean she is ticklish) I would recognize that gqp toothed smile anywhere. I always liked her as a ticklee.
