Basically she didn't do something and this is a punishment for that. The guy says it's usually done with restraints and torture devices so he asks her to "swear to god" that she won't put her arms down.

There's an issue where Stella tickles Bloom. Google's AI says there's issue 6 where Stella tickles Tecna, and another issue 18 where Stella tickles Musa. But I couldn't find it. Then it says it's because the order changes in each country.

The edition of Stella tickling Tecna and Musa can only be found in Italy; the edition number is another story.
