I have found there is a different "line" with each woman as to at what point tickling become actual manual sexual stimulation. If a man can find that point with a particular woman he can move her closer to, or farther away from orgasm almost indefinately. And as I'm sure you're aware, the longer and closer you are kept to orgasm before you are finally "allowed" to climax, the more intense it is. The fun is in the finding of this line.
