So I'm positive there's more tickling in games than I can think of, but this is going to be a list of everything that is interactive that I can think of that has tickling within.
In the old Conker's Bad Fur Day game from the N64 era there was a level where you had to get to somewhere by bouncing off of a well endowed sunflower's breasts (Oh so very intelligent, I know.) But she wouldn't let you, to persuade her you tickled her into submission.
I remember in the game Psychonauts there was a feather that you can get to use on any NPC you want to. There is no actual animation for them being tickled, but there is fully voiced responses for each character if you do decide to tickle them.
In the Sims 2 there was a friendly action you could do called tickle. The fun part about this little action was that each sim reacted differently. Some were insulted, some thought it was a fun thing to do, some were so ticklish they hated it, and sometimes you would gain flirting points for tickling them.
In World of Warcraft (If i'm remembering right.) There is a quest where you have to interrogate a quillboar by either pain or tickling. Each choice gives you a buff, -something- and saint.
In the game Rumble Roses there's an item you can use called the 'Tickle Stick'. It's a giant disembodied hand on the end of a stick that tickles the person you use it on. Each 'rose' has their own laugh in response. It's not the best, but it's something. Also, as a side note, there's tickle matches you can do that end in the loser being tickled for a slightly extended amount of time while you control the camera. Each rose has ANOTHER laugh track in response.
NDT2000 on Deviant Art is an artist that specializes in 3D rendering of art, normally tickle art. He has numerous flash creations out that cater to the tickling fetish. Madlab 1 and 2 are 'games' in the sense that you can choose which lady you'd like to tickle, which body part you'd like to tickle, or you can attack their worst spots. Each awarding you with a unique animation in response.
