You know when you say something funny or you agree with a woman over something, and then laugh and then touch your arm. Like they are about to fall over in humor and just grab your arm or shoulder and laugh a little. It might not be a sign or a potential ler but at least they are comfortable enough with you to touch you, right?

I'm a little confused, "a good sign" of what? I'm not entirely sure what you're getting at.

But physical touch tends to be a sign of intimacy in western society; even amongst city-dwellers, who tend to have smaller "social zones" when they interact with people. So I guess it would be a display of trust or friendship. If it seems like a girl is looking for excuses to touch you, it may mean something more, but that is otherwise easily discerned in most people's general body language, if you know what to look for.

Usually laughing and touching is a body-language indication of comfort with the other person's company. However it's not a sign of ticklishness.

If a girl touches you while talking to you, it's a sign she likes you and is interested in you. Has nothing to do with tickling whatsoever.
