Is The New "Punisher" A Sequel or A Reboot?

Punisher: War Zone comes out in December. The role of Frank Castle/The Punisher is now being played by Ray Stevenson; Tom Jane from The Punisher (2004) is not in this one.

I heard that this is a sequel and then I heard others say it is a reboot; much like HULK and The Incredible Hulk.

What exactly is this new Punisher?

The Punisher never needed a reboot. it was very well done by Thomas Jane.

i am pretty sure it's a lower-budget sequel.
