I'll throw my 3 cents in here:
As one of your smaller and more ticklish humans, I can understand the desire to know how to block or at least reduce one's ticklishness; to get a decent massage or public pedicure without freaking out; to make some fool you can't stand, or older cousin or doofus uncle, finally give up trying to tickle you at reunions; to be the 'ler without the 'lee being able to retaliate (which can be a desire for both of you if the 'lee wants to feel more 'victimized')...there are all kinds of good reasons to know how even if you never use it, blasphemous as it sounds. Knowledge really is power when it comes to your body.
Personally, my sensitivity is automatically blocked if I truly dislike (or am very angry with) the 'ler. I'll still twitch a little, but the tickling actually hurts if my mind isn't into it 🙁 .
As for turning it off on purpose...I'll admit that I know several ways-you learn these things in my business-but revealing them here could get me into all kinds of trouble (waves respectfully at Danimal and other NEST beloveds
😎 )
