I normally oppose the death penalty, because since we gained the ability to test DNA evidence, something like 30% or more of the people on death rows have been found to be innocent. If we could really be sure, I'd say kill them all, but as Thomas Jefferson wrote, it's better for a hundred guilty men to go free than for one innocent man to be punished unjustly.
That said, it's completely established that this is the person guilty for the sniping attacks, and that being the case, the best thing that can be done is to banish him from this world, to do no more harm. Death may not be a fitting punishment, but it has the advantage of being permanent.
