I think the two best suggestions so far are from Red Jester and Milagros317. Use M317's if you are a little too shy to initiate the tickling yourself but otherwise go with Red Jester's idea and start tickling! Of all the girls I've tickled only a handful never retaliated.

Once you've broken the ice physically, get the tickler you desire to talk about tickling Then he or she may get the hint!

One last idea: Ask for a massage. As your would-be tickler works your ticklish areas, he or she may tickle you without asking. But if not, ask for massage strokes that you know will tickle - "Lightly run your fingers on the soles of my feet," "Press against my ribs," and so on.

If you are with a guy after date, and at your place or his, and assuming you have a fresh pedicure, become barefoot as soon as posible; if you are on the couch together and you are sure you like him, rub your bare toes against his leg, or press against his leg or thigh with your toes without changing the subject; if he responds by touching your foot, massaging, or stroking your feet and you do not respond, he wil know you are enjoying his footplay... if he tickles your feet, laugh and say "that really tickles" but don't pull away....

OK, assuming none of that happens and you still end up in bed together, use your feet to tease his body... if you become intimate and make love then all bets are off; climb on top of him and stroke his sides... as you make love, whisper to him "tickle my feet"....
