There is no tickling in this video. In fact, there is no view of either girls' feet.

Nice looking young ladies, but I've seen one girl put lotion on another girl's legs and belly before.

Actually the girl who was rubbing the lotion on the other girl has incredibly high arches which you can see in the beginning of the video.
