With a vote of 54-to-39, the House refused to make it illegal for people to wear pants so low that underwear (or more) is being shown. One of the concerns of lawmakers is how the police would be able to determine what was proper dress and what breaks the law. Louisiana's chapter of the American Civil Liberties Union said that if the bill was passed, it could lead to selective enforcement and harassment from police, as well as violating a person's right to public expression. Daisy Duke would be proud
