Hope this isn't too late...
1) Soft and cushioned, instead of hard and bruising -- A girl should feel free to let loose and writhe and squirm, but this won't happen if she thinks she's going to get splinters and scrapes.
2) Something cool at the foot end that entices Howard and the Camera Crew to spend some time there. Maybe a pic of Howard!??
3) Straps for the forearms as well as the wrists...ditto for just below the knees.

Depending on how many times you were actually wanting to use this chair...
You could always make it very comfortable and friendly looking, arms being secured loosely at the side and loose ankle cuffs... so to allow the lee to put any second thoughts aside.
And then once the lee is 'loosely' secured... have the chair fold out flat also the restraints re-positioned and tightend so it becomes a bondage bed not unlike TIB's and go to town on her.
As I was saying though... this could be a once off kinda thing. Few girls will fall for that trick twice.

Total revamping. Make kindling out of the existing chair. Arms bound over head and tied to the back of the chair making the underarms accessable as well as the ribs and sides. Have the feet and legs more secure and better for foot and leg/knee/thigh tickling. Then, teach them HOW to tickle as well as have those who are actually ticklish IN the chair in the first place.
