I checked it and I believe you are referring to different episode from this series, titled "Die dumme Ziege" (in english: Stupid Goat), which I think is season 8 episode 106 (or season 9 episode 114 according to a platform I've seen it). Anyway, I glanced at it and it has a short tickle scene at the beginning, where a woman has her feet licked by the goat and she is later found dead. And the police is trying to solve the case and determine why she was tortured and killed. But unfortunately I can barely speak German, so I am unable to say anything more about the plot of this episode and why this happened

If I remember correctly, it was about a serial killer who deliberately chose medieval torture methods, including goat torment.
