I'll hazard a guess here, based on that slim description given. It sounds like you're thinking about Rene Phoenix. She's short/small in stature, she snorts and will cross her eyes when the tickling is vicious/tortuous enough. She's done work with a lot of different bondage and/or tickling companies as well.
