Professor X I suppose. Against someone like Proteus it would probably take a powerful psychic.
 
I don't think Proteus is an actual Marvel Universe mutant. If I recall correctly (of course correct me if I'm wrong though) FOX made Proteus up for their X-Men cartoon show. They did a lot of stuff like that, including screwing up Days of Future Past.
 
Actually, his first appearance was in "Uncanny X-men", issue 119...125 was when you first got to see him though.

PS: I don't know this stuff from memory XD; I have lots of sources.
