It's a total wild-ass guess, but it looks it could be a FM Concepts product.
 
Are you sure it's from a clip? It looks like his hand is kind of posed, maybe it's from a photo set?
 
I remember watching this clip a long time ago, I just don't remember who it's from or the name. I appreciate the responses no the less
 
No idea about the original, but isn't this a "tickling fake"? Isn't that Katy Perry's head photo shopped into the pic?
