Well, that would be the ideal solution, but when is it ever that easy? Not everyone is cut out to be an artist or has that kind of mentality or is that sort of inquisitive, detail-oriented person who sees the nuance and extra level to art that others cannot.
Its not so black and white as just learning to draw. Sure, anyone can do it, but I don't think they'll follow through in the end if they just didn't have it in them to begin with or aren't willing to commit to it beyond the point of basic understanding and comprehension. They'll eventually become disappointed with themselves and drop out, because they do not have the eye of vision that true artists do and are not driven, motivated, or inspired in quite the same way. Being a drawer and an artist are two different things, I think. Whether you have this gift naturally, bust your bubbles to learn to have these qualities, or otherwise, its all about applying yourself. And alot of people are too impatient to do that, especially in this fast age we live in. Almost everyone is looking for someone else to do it for them, whatever it is. Its those that want to do it themselves that stand out and become something more.
Being an artist has it's own prerequisites.
And that (coupled with admiring an artist his/her work, talent, etc.) is the reason people request to begin with. They know its the only way they'll see what they want since the professionals aren't going to do it.
Its practically empowering to know others depend on us so, even at an amateur level. How often we forget that we are able to create something out of nothing but our imaginations and take others along for the ride. Thats an awesome gift and something we often take for granted. ^__^
