National "No Spam" Registry

The FCC, in its quest to facilitate the needs and concerns of the general public, has decided to NOT initiate a national No Spam registry, as there is for telemarketing concerns; the main reason being that it would likely cause more problems than it would solve. What do you think? Would it be a waste of time and resources to create such a registry? Or is it something long overdue?
 
I think it's long over due. However, I'm not sure how well they can control things. Half of the SPAM I get is from individuals trying to slop around their wares, rather than from companies that can be easily monitored and controlled. While I'd love to see something on this order, I don't think it's going to happen any time soon.
