Those are anime folk from the planet Otaku. As you'll notice they are similar to us earth folk but their eyes take up far more of their skull, their faces bearing fewer features as a result... no nostrils, you see, because they rely so on their sight and small mouths because of less room for a proper jaw. Also, they have the ability to spontaneously conjure visual manifestations to represent their emotion such as what appears to be a throbbing vein on their forehead for anger or a flash of light beside their head for surprise. They have surprising adaptability, their mouth becoming catlike at times or even disappearing altogether...

All I can tell you is that many of us earth folk are very fascinated with them, particularly here in the states.
