I'm wondering who that was being tickled in the TMF banner right when you enter the site. She looks familiar but I can't quite figure out who she is.

If you look to the left, it states who submitted the banner. MPTickle, I believe it was. If you PM him, I'm sure he'll know.

Found it, thanks to CrystalLight's helpful hint. Anyway, it's from MP Tickle, from their laughing Lily series of clips.
