Yes, but that's a personal definition of sex versus a societal one. If the question is: would your significant other condemn you for tickling your child? Then the answer, based on society's views of sex and tickling, should be no.
Ultimately, I'd say that if you aren't comfortable with it, don't do it. If you want to do it, but are worried about the way others will view it, I'd say the odds of conflict developing from it are very small, since your SO doesn't view it as sexual the way you do. It's probably a non-issue for them.
I thought the question centered around whether it was a good idea if say a spouse new how you usually felt about tickling. I may have been wrong.
