The screen cap is authentic. That is Misty's sister, Lily. Misty's sisters were only in a handful of episodes. I don't remember which this appeared in, if I saw it. It is a recall of something that happened, though, and is most likely a still image. What you see, is what happened.

Ive been scouring through various misty based episodes on youtube...in spanish and have not been able to come across anything, the scene is not in the original episode with the 3 sisters. and only one of the sisters appears in person in the late episodes I found on youtube, The ones following misty as she works in the cerulian gym.

Problem is though, that backround indicates that its some sort of flashback or though, presumebly misty thinking about how her sisters always getting beuty treatment and shopping rather than running the gym.
