Go to FetLife the website and forum. Therein is a little movement along these lines (Pacific Northwest). It's very very small and meager at this time, as it was-is-and always shall be a small subset of larger fetishes in the area and globally. However, we are in the Eugene-Springfield area, and have brought with us some organizing and kink experience from the east coast, have just recently met some kink friends here in Oregon, and hope to be engaging in some social activities (including the tickle fetish) soon. The problem we and others have met in most parts of the country is the difficulty in knowing how to create events, and to intercommunicate with each other.
