Potential Scam? Very confused

Don't know if I am allowed to ask this on the forum, but I was contacted by this random person on the forum about a month ago. Basically they said they saw one of my posts and have several of the clips I was looking for. I told him I'd be willing to pay him for the clips through PayPal provided that he shows proof that he actually has them. He just said he doesn't have PayPal, and proceeds to completely ignore any further messages. I'm starting to think this is a scam?

Whats weird is the first mention of PayPal and the dude bailed. Didn't even mention any other app.
If he really wanted to try to scam people, he could have mentioned something like Venmo, but nope, straight up ignored
