How about trying this:
Use some type of dating or matchmaking service and in the description portion of who you are looking for, explain that you are looking for a girl who is:
1 ticklish
2 likes to be tickled

and most importantly...

3 is good at tickling

(my wife's a great tickler and isn't ticklish at all, but jimmy crack corn, and you guessed it... 😉 )

Most of these dating services feature a phone call type of meeting so you can at least verify that who you are communicating with is female and in the local area.

But, as Bugman points out, you have to put tickling second and getting to know the girl first. Even if it's for a short term get together, she ain't gonna do it if the whole conversation is tickling.
