You could probably pay someone in your area who caters to fetishes to engage in tickle play with you.
I used to hang out at a rather seedy bar, largely for laughs, and one of the waitresses told me that a lot of prostitutes will engage in fetish play in lieu of sex.
Prostitution of course is still illegal in most of the United States, but I don't believe that BDSM professionals like dommes are prohibited from engaging in commerce as long as there's no sex involved.
B.D.S.M. dungeons may have dominatrices who do submissive tickling sessions. Dommes tend to be pretty good-looking. And in the safety of a dungeon, one will have no complaints about being tied up.

I was wondering about this too. I've found out that there are BDSM Dungeons in every large city that provide foot worship and tickle sessions, but I've gotten mixed information as to whether this is legal or not. Does anyone know for sure? Well, hey, there's always Nevada.
