P[a]pi: The reason they don't have the belt on Shawn is because he has a "No House Show" clause in his current contract. The top guy on the show should be able to apear at the house shows, because if you are booking a program around him, the people are going to be buying the tickets to see him, so their is no point in putting the belt on someone who can't apear at the House Shows.
