Lots of barefeet but not much in the way of tickling sadly, at least in the pics I browsed through.
 
Hey, had a question. I know the girl in the blue dress over to the side in this clip also gets tickled, anyone know if the blonde in the brown dress does?

Yes,the blonde in the brown dress does gets tickled several times at those faires(with several video clips and pics of her ticklings in various on-line places).
 
Several video clips? I thought there was only one (the one in a blue dress)

Reverse image search for the original photo and you might find more, man. If you haven't done this already, that is.
 
On some random Facebook page of a renfaire in Crema, Italy. However, out of all their photos, this was literally the only one with tickling or these kinds of stocks in it.

Hi everyone 🙂 I managed to find this one too on that renfaire Facebook page, I hope it's not a common repost. I love how she looks quite uncomfortable with her soles on display and her shoe discarded at the base of the stocks 🙂

Casei Medievale? I recognize these club signs carved out on the back. But maybe some company just lends them the stocks, who knows.

i'm getting some of the videos into an AI video enhancer, and I see good results.

Let's say that if you watch it on a bigger screen it looks a bit better.

Lots of stuff are in 240 or 360 P.

But given that a lot of videos are compressed by a lot of uploads, it's often worse than the original. 70 % of the times it's worse

So I think I managed to find the location of this mysterious event. It took place in Hezze in 2017, a city in Netherlands not in Belgium. The event is called Brabantsedag. If you browse "Brabantsedag 2017", Brabantsedag Heeze 2017" or "Brabantsedag Het Kietelmachien", you should be able to find some more photos of this machine and even some footage from this event (it is usually at the beginning of every clip showing the whole parade).

It seems to be one-time event and I do not think it involves a lot of real tickling (maybe except those "stock-things" on the sideways) but still it's a quite interesting find.
