General Zod is right,call the Shore Patrol or the local police.

I'd call the police, then perhaps the local military base and talk to his superiors. Ask if they can make your report anomynos if you fear rprisals.
 
Tell him that a Marine wants to meet him in the alley. When he leaves lock the door and inform the SP's.
 
Call Olive Oyl and tell her to come and get Popeye's drunken ass home.

Either that or take away his can of Spinach.

I would have said call Brutus, but I think he's tired of getting his ass kicked.
