My theory on this, is that either the individual is asexual or doesn't even get aroused, or tickling is a safer less intimidating form of intimacy for them.

I do enjoy sex without tickling, but generally I actually have a greater desire for tickling without sex, or indeed any form of intimacy (with or without tickling), than I do for sex.

That said, there's no doubt that tickling (or thinking/talking about tickling) enhances my sexual experiences.
