I live in Scotland . A few years ago the local council with police cooperation set a recognized tolerance zone for prostituition in Edinburgh . It never got started it stirred up such a hornets nest that the zone was abandoned the police cracked down even harder than before and ultimately new laws were created which have led to street prostitiution which had existed for centuries in Scotland being virtually eliminated. But prostitiution in Edinburgh thrives in massage parlours where any sex for sale activity is just as illegal as it is on the street.Apart from the odd objection, usually from some politician looking for a headline, it seems to work just fine .But I can see the same moral outrage that pushed street prostituition out of existance being stirred up if anyone pushed for their legalisation and put it on the media radar . This has happened to technically illegal stripper bars. They were left alone untill they became licenced Lap dancing clubs and ever since then they have been under constant attack to the point that are being squeezed out of existance by a raft of laws and regulations. This also happened when the government declassified cannabis all it did was antagonise the anti drugs brigade and now the govt is considering uprating its classification again .Common sense has nothing to do with it cannibis is way safer than booze and lap dance clubs are much more comtortable and safe than the old seedy strip dives.I would love to see prostition legal but the fact is that society does not like "horny lonely men" and my opinion is that any move to legalise prostitution would just expose the whole businees to the light and thus make it easier to kill.
