I think what they are trying to say is this. . .
ONE - We don't know her age. (She could be under 18, for all we know)
TWO - It kinda sorta borders on incest. I'm not saying it IS incest. But it's kind of in that direction. Why would you take pics of your sister's feet? Are you 'using' those pics when you're alone? I just don't think pics of family members' feet belong here. It doesn't matter if we don't see her face or anything. That's not the point.
I'm sure you didn't mean to cause an uproar over what you may consider to be 'a big nothing', but this only MY opinion. I just don't think it's appropriate.

I to wonder what you thought when you took these.

Plus the underage thing comes into play.. is she over eighteen?
 
Personally, I find this wrong on many levels. But in the interest of avoiding a big argument, I'll just say that I agree with Mils that you should definitely get permission for such a thing.
