I can remember so many cartoon or shows that had tickling involved like

bobby's world- the kid with a wild imagination one episode he got into a fight at school and was scared what his father was going to do to him. it flash to a scene where he was tied to a chair and foot tickled by his dad.tail spin we all know mario bros show where luigi is tied and tickled. gummi bears mickey daisy all tickled popeye olive them too so many shows with tickling.

sorry just living in the past though i do wish i had these scenes to look at.

April from the Ninja Turtles! And I'm not sure if this was one of my comics or if it was in the show. But I recall one of the females having her feet tickled while she was asleep! There was a scene in one of the Scooby Doo episodes where Jasmine had her feet tickled by Shaggy! Wish I remembered more though.

I remember seeing a Bugs Bunny cartoon in which he is in a department store and is being chased by a guy who works there. Bugs is a little ahead of him and in the next scene he ( Bugs ) is dressed as a woman the guy stops to help and Bugs says I'd like to see something nice in a pair of bedroom slippers. The guy takes bugs foot removes the shoe and starts to tickle bugs foot That is my favorite cartoon tickling ever
