Apparently many people do... I saw in a Spencer's gift store they were selling a "spank and tickle box" in their adult section. It came with some type of wand with a feather at the end, and a paddle. So, I assume there's some type of sizable demand for this to exist.
Personally, I hate any kind of painful stuff. So I would never combine these two.

It does depend on the vibe. There is extreme tickling that could be ramped up by some spanking but there is also a very mellow type that I don't think spanking lends too if you want to say in a mellow tickle vibe.
