Qui-Gon Jinn (my favorite jedi coincidentally) had true vision. He saw a glimpse, though it was clouded, of Anakin's future.
He said that the balance would come through him.
1.) Some think this balance is the destruction of the jedi. Not true, since even with their presense, their ability to use the Force had grown considerably weak. Although this had alot to do with what Sidious was doing on Coruscant. There was alot of corruption and vileness on that planet, even though on the surface it was an ideal place to be and was basically the heart of the galaxy, not to mention the jedi headquarters as well as where the galactic senate gathers.
The Force is less strong and is less present and able to access in corrupted places. Individual jedi (and sith) still have full access to the Force as individuals, but as a community, in what is being considered too powerful for it's own good in this aspect of the argument, they are less capable to forsee and guide the republic effectively. Eventual disbandment of the jedi as the official peace keepers of the galaxy may have happened anyway, and it was Mace Windu who suggested to Yoda in episode II that they basically face the music and inform the senate.
So, its not this, that the jedi are too powerful. Remember that they don't contol the senate, they just watch over it. The less powerful and moreover reliable they seem to the senate, the less likely they would need and/or want them further, and instead would opt for a military structure, which is what Palpatine planned already.
If the jedi wouldn't have been swept away by Palpatine or through a balance of the force, it would have happened another way. So its not this.
2.) Some think this balance Qui-Gon refered to was Anakin Skywalker as a Jedi Knight. This is also what the so-called prophecy was about. That one would come among them and bring things back into balance. We know it wasn't an imbalance because the jedi were too powerful, but because the jedi were not as powerful as they once were (and would later come to be again many years after their downfall).
The imbalance that exists is not one of power, but of not enough light in the galaxy, light the jedi bring, nuture, and foster. They were looking forward to the likes of Anakin because it would be his power that would restore things, they thought, to the way they once were. There was a time when the chosen-one was not necessary, when the jedi order was in it's prime.
So no, this "balance" is not Anakin Skywalker either as he went in another direction.

The "balance" is not the destruction of the jedi, its not Anakin Skywalker whether as a Jedi Knight or Sith Lord, its his CHILDREN, particularily Luke Skywalker that will prove to be this balance.
He would BRING the balance, but its not to say he IS the balance. Balance would come THROUGH him, not BY him or anything he did.
Episode IV is cleverly intitled "A New Hope", and with good reason. Luke is the new hope for the galaxy as it is he who not only brings back the jedi order, but recreates it in such a way that the problems that existed before are no more. Its a fresh start.
And moreover, its the "balance" that Qui-Gon Jinn forsaw so many years earlier.
