Yeah it's from the UK challenege/game show 'Don't try this at home'. Used to be on ITV Saturday nights, years ago!
There was a clip going around, but I can't find it at the moment. Basically The guy in the pic goes around and asks people if they want to sit in the stocks and have their feet licked by dogs. Three women accept the challenge and each are shown sitting in the stocks with dog food applied to their feet. There was a couple of good reactions If I remember, but no hysterical laughter!
