Really, it depends on the power limit cap. I mean, one could ask for a superpower that would make them a god. That said, if we are going with general basics, the first one would obviously be the ability to alter reality. This one explains itself. The second would be high level telepathy. You get into somebodies mind, and you can do whatever you want. The third would be shapeshifting. You could grow multiple arms in a second. The forth would either be super speed, or the telekinesis with enough control to be able to tickle flesh at will.

And I'm imagining a city just filled with tickle traps that various criminals have set everywhere. There could even be a bet among the villains. Who can tickle torture you the best (worst?).

For a lighter reason. Having the ability to know if a person is ticklish, how ticklish, and where they're most ticklish spots are would be effective. It would come in handy for finding out how ticklish a woman is you would never realistically be able to tickle.

A more darker power for tickling would be Itachi's Tsukuyomi.

omg that would be so intense, always having to be on the lookout for tickle traps everywhere and knowing that any villain who knows my weakness will tickle torture me if I get caught 🫣 (but that would also be very hot)

From my perspective, you should have the superpower(s) of being unaffected by pain & temperature(coldness at least).
Therefore, you can wear rather scantily or even just nakedly go outside, which makes all your ticklish spots immediately exposed 😉

There was a guy on Heroes called puppet master? Who could make control a person's movement or make the immobile. (I fondly recall him holding up his thumb and forefinger and then having them touch each other when someone was talking, to make them shut up.) Instant bondage!

And I second the responses favoring a power that allows you to enhance someone's ticklishness, either as its own power or part of mind control. Imagine tickling someone who was not ticklish until that moment! I've come close by tickling someone who genuinely believed she wasn't ticklish. I still remember the look of surprise and then the laugh. I saw Season 1 of Westworld, and at some point, they showed that the tech people could adjust how much pain the android feels on a 1-10 scale. Same idea!
